As our population and economy grow, so too does the volume of wastewater.  The amount of wastewater generated in greater Dublin is projected to increase by over 50% in the period to 2050. 

Greater Dublin Drainage (GDD) is a project to develop a new regional wastewater treatment facility and associated infrastructure to serve Dublin and parts of the surrounding counties of Kildare and Meath.

GDD represents the next major step in the development of wastewater infrastructure for Dublin and the surrounding counties. Once operational from 2026, the GDD project will have the capacity to provide wastewater treatment for the equivalent of half a million people to support the needs of our growing population and economy.

Project Solution

The GDD project proposes a new regional wastewater treatment facility to be located in the townland of Clonshaugh in north county Dublin, an underground orbital sewer from Blanchardstown to Clonshaugh, a new pumping station at Abbotsown, a partial diversion of the north fringe sewer, and an outfall pipeline to return the treated water to the Irish Sea. The project also includes a regional sludge treatment centre at the new GDD facility and an associated biosolids storage facility at Newtown near Kilshane Cross.

GDD Planning Application

On 20 June 2018, Irish Water made a planning application for strategic infrastructure development to An Bord Pleanála for the Greater Dublin Drainage Project. The planning documentation can be viewed on the GDD Application Website. 

The planning application includes an Environmental Impact Assessment Report (EIAR) and Natura Impact Statement (NIS). For a guide to the GDD Planning Application please see the latest GDD Project Update.

The application also includes a Public and Stakeholder Participation Report which documents how consultation feedback has informed the development of the GDD project. A community benefits scheme is also proposed as part of this project. Irish Water wishes to thank all of the individuals and organisations who have participated in the consultations on this project to date.

 

Additional Statutory Consultation

A further period of statutory public consultation is now being held to provide anyone with an interest in the development of the GDD project to make their views known to An Bord Pleanála as part of its consideration and assessment of the GDD planning application. 
 
Irish Water welcomes this further public consultation. We encourage anyone with an interest in the development of this important project to take part in the consultation so that their views can be considered by An Bord Pleanála – the independent planning authority.
 
The GDD planning application and environmental reports are being put on public display from Thursday, 13 September 2018 at the following locations:

  • The Offices of Fingal County Council, County Offices, Grove Road, Blanchardstown, Dublin 15

Members of the public and interested parties must make observations or submissions directly to An Bord Pleanála  once accompanied by the required fee. Anyone who has participated in the previous statutory consultation held by An Bord Pleanála is welcome to make any additional comments directly to An Bord Pleanála at no additional cost. The closing date for submissions is 5.30pm on Thursday 18 October 2018.
 
A further five week period for any objections to the compulsory purchase of lands and rights over land in connection with the Irish Water Compulsory Purchase (Greater Dublin Drainage Project) Order, 2018 will also be held. Any submissions or observations may be made in writing to An Bord Pleanála, 64 Marlborough Street, Dublin 1, before 5.30pm on Thursday 18th October, 2018.
