Dungarvan Communities Set for Major Upgrade to Drinking Water Supply
Uisce Éireann breaks ground on new €29 million Water Treatment Plant at Ballinamuck to improve water quality and strengthen security of supply across the area

Uisce Éireann today marked the commencement of works on a major upgrade to drinking water infrastructure in the Dungarvan area. A brand-new water treatment plant at Ballinamuck, Co. Waterford, representing an investment of €29.5 million, will deliver a safe, robust, and resilient drinking water supply for homes and businesses across Dungarvan and the surrounding areas.
The start of construction marks a major milestone for the region. Once complete, the new plant will improve drinking water quality, strengthen security of supply, and provide the capacity needed to support communities across the wider Dungarvan area, now and into the future.
Minister of State for Local Government and Planning at the Department of Housing, Local Government and Heritage, John Cummins, joined the Uisce Éireann project team, local councillors, TDs, and members of the community to turn the sod on the site, marking the start of construction on this vital piece of public infrastructure for Waterford.
The project team explained how the existing water treatment plant in Ballinamuck, which was originally built in the 1960’s will be reimagined – delivering state of the art infrastructure and cutting-edge technology that will deliver a more reliable water supply for the area. The investment will meet the needs of today’s community while unlocking the door to increased water capacity to deliver housing and enable sustainable growth across the region. Expanded treated water storage will improve resilience during periods of high demand, supporting homes, businesses, and future development across the region.
Sustainability has been built into the design of this project from the outset. As a modern, purpose built facility, it will operate more efficiently than the existing infrastructure and will include solar panels to help power day to day operations. This will reduce energy use and carbon emissions, supporting Uisce Éireann’s commitment to delivering more sustainable water services for the community.
Minister Cummins said: “This investment will make a real difference to daily life for people in Dungarvan and the surrounding areas by safeguarding public health, enhancing water quality, and ensuring a dependable supply for homes, schools, community services, and local businesses.
“It represents a major step forward for Dungarvan and County Waterford. The delivery of a modern, state-of-the-art treatment plant will support jobs and economic activity during construction, while also creating the capacity needed for future growth.
“In the longer term, it will help unlock opportunities for housing, business expansion, and wider community development.
“As a TD for Waterford, I’m delighted to be here with the team from Uisce Eireann. Investing infrastructure of this scale is critically important and that is why Government will be investing €12 billion in our water and wastewater infrastructure in the coming years.
“I want to wish the project and contracting team every success with this major upgrade project and I’m looking forward to its completion in the time ahead.”
Minister James Browne T.D., Minister for Housing, Local Government and Heritage, said: “I am working very closely with Waterford’s own Minister of State John Cummins as well as our Government colleague Minister Mary Butler to ensure that Waterford sees the investment that it needs. This investment is about strengthening day-to-day life for people across Dungarvan and the surrounding communities, protecting public health, improving water quality, and giving families, schools, community facilities and local businesses the confidence of a safe and reliable supply.“
Welcoming the investment, Mayor of Waterford City and County Council, Cllr. Séamus Ryan said: “This is a very positive and important day for Ballinamuck, Dungarvan and the surrounding communities. Reliable and resilient water infrastructure is essential to support housing delivery, economic growth, and quality of life. This significant investment will ensure that essential services are in place to support the region for generations to come.”
Speaking at the sod turning event, Conor Williams, Programme Manager with Uisce Éireann, said: “Today marks an important milestone for the people of Dungarvan and the wider area as construction gets underway on this essential project. The new Ballinamuck Water Treatment Plant will deliver a modern, high quality, and resilient water supply that will meet the needs of the region now and into the future, while supporting public health, and sustainable growth.”
