Supporting housing delivery and sustainable growth
Uisce Éireann is committed to supporting Government policy on housing delivery and sustainable economic growth by targeting investment where it can have the greatest impact. This includes investment to enhance water and wastewater treatment and network capacity, improve environmental compliance, and maximise the efficient use of existing infrastructure, while developing new capacity where required. Investment planning is aligned with national, regional and local planning frameworks.
Uisce Éireann will continue to work closely with the Commission for Regulation of Utilities (CRU), Government Departments, Planning Authorities and other stakeholders as regulatory processes conclude and as investment plans are finalised.

What is RC4?
Revenue Control Period 4 (RC4) is the current regulatory period set by the CRU for Uisce Éireann, covering 2025–2029. It defines the funding, outputs and investment framework within which Uisce Éireann plans and delivers water and wastewater infrastructure.
What is a reopener?
A reopener is a formal regulatory mechanism that allows Uisce Éireann to submit updated or additional investment proposals after the CRU has issued its final determination, where there is a clear policy, funding or evidence basis. Reopeners are typically used to address material changes such as new Government policy priorities, additional Exchequer funding, or emerging investment needs that were not fully defined at the time of the original submission.
Any proposals progressed through a reopener are subject to CRU assessment and approval and do not take effect unless and until that regulatory approval is granted.

Projects and Programme Component level completions for 2025 included for completion purposes for the 5 year regulatory cycle. This reflects projects and programme components verified through Uisce Éireann’s internal governance and Outputs & Outcomes (O&O) processes.
2026–2029
Information is presented at a more aggregated level, reflecting the earlier stage of development for these investments and the need to avoid presenting undue certainty before design, sequencing, regulatory and statutory approvals are progressed.
Uisce Éireann will progressively increase the level of detail published as projects advance through governance and delivery stages.

Uisce Éireann is progressing a refresh of its Capital Investment Plan to reflect the most up to date funding position and investment priorities across Ireland’s water and wastewater infrastructure.
The projects and programmes presented are based on Uisce Éireann’s RC4 Capital Investment Plan submission to the CRU, together with additional Government funding allocated in 2025 to support national housing delivery targets. This refreshed position provides greater transparency on how that additional funding could be incorporated into Uisce Éireann’s future capital investment programme, subject to regulatory approval.
