East City Arterial Water Main Replacement Project

Irish Water in partnership with Dublin City Council is replacing a critical trunk water main on Beach Road and Strand Road, Sandymount, Dublin to provide a more reliable water supply for east Dublin, to improve supply resilience across the city and reduce high levels of leakage.

The arterial water main along Beach Road/Strand Road, Sandymount, located between Merrion Gates and Ringsend Park, is a 3.15km strategic transfer main servicing the eastern area of Dublin City. Due to its age and fragile nature, this 600mm water main is currently being operated at a greatly reduced capacity and is prone to frequent bursts and high levels of leakage. The works to rehabilitate this critical trunk water main are planned using engineering techniques which greatly reduce the project duration, truck movements, noise and limit the overall impact of the works on the local community.

Works will take place on Beach Road and Strand Road from Sean Moore Road to Merrion Gates and will be delivered in phases. Works are due to commence at the Ringsend Park end of the project at the Sean Moore Road in September 2022. There will be limited works on the public road for the initial 1 to 2 weeks.

The works will be carried out on behalf of Irish Water by GMC Utilities Ltd and are expected to be completed in late Spring 2023.


What are the benefits of the works?

The benefits of the East City Arterial Water Main replacement project include:

  • Improving the water network - Reduction of burst frequency and associated disruption in the Sandymount area during repairs. Providing a safer more reliable water supply for almost 80,000 people in the eastern region of Dublin City
  • Providing a more resilient water supply - Supporting the delivery of a sustainable water supply by reducing leakage while improving connectivity during disruptions to the water supply across Dublin
  • Supporting growth and development - Developing and prioritising the delivery of key water services infrastructure to support social and economic growth

Will customers be affected by the works?

When works commence on Beach Road/Strand Road, a phased lane closure on the southbound lane is planned with vehicular access southbound retained for local and emergency services only.

Vehicles travelling southbound will be diverted to Merrion Road/Rock Road at the Sean Moore/Beach Road junction.

Northbound traffic will continue as usual from Merrion Road/Merrion Gates to the Sean Moore/Beach Road junction via Strand Road.

Local short diversions for residents and businesses will be in place as each phase of the works progresses on Strand Road and these diversions will be communicated to residents, signposted, and manned on approach.

Southbound buses will follow two planned local diversions dependent on the location of the works/phase under construction. Heavy goods vehicles will follow a planned separate diversion remaining on primary routes and avoiding residential areas.
