Following the preparation of outline designs for the proposed development, an initial screening assessment of the potential for environmental effects was completed. This included an assessment of whether the construction or operation of the upgrade works are likely to have significant effects on any surrounding environmentally sensitive sites or species protected under European Directives (Habitats or Birds Directives). Detailed environmental studies on the full range of potential human and ecological interactions with the proposed works were completed in Autumn 2015. No likely significant impacts were found.

Planning permission for the upgrade works to the Vartry Water Treatment Plant was granted by Wicklow County Council in November 2016. The details are available on the Wicklow County Council website. The consent was subsequently appealed by third parties. In January 2018, An Bord Pleanála granted consent for planned upgrade subject to 8 conditions.

Uisce Éireann submitted a planning application for the pipeline from Vartry to Callowhill to Wicklow County Council on the 3 October 2016. Planning permission was granted by Wicklow County Council in January 2017.
