The Asset Operations function within Irish Water is responsible for the delivery of safe, responsive, reliable and sustainable water and wastewater services. The DBO team within the Operational Commercial and Contract Management Team are responsible for the management of the water and wastewater services that are delivered on behalf of Irish Water by external Contractors. Nationally, there are currently c. 260 sites operated under c.150 contracts with an annual spend in excess of €160m.
The key aim of the DBO team is to ensure that Irish Water are achieving maximum value for money from the Operations Contracts Portfolio, all the while ensuring that the contractors maintain operational stability and efficacy in accordance with the provisions of the operations contract. Ensuring that the risk allocation assumed by all parties to the contracts at tender stage is correctly applied, while at the same time having an appreciation of the scale and complexity of the operations contract’s portfolio, is a key requirement for the Engineer.
Reporting directly to a DBO Lead (“the Lead”), the DBO Engineer (“the Engineer”) will be responsible for on-site management and inspection of water and wastewater assets in the Region to ensure that the Irish Water assets are being operated in accordance with the provisions and conditions of the Contract between Irish Water and the Contractors.
The Engineer will be expected to support the Lead on each of the contracts in their Region. To this end, the Engineer will be required to manage their time so as to allow them to carry out regular site visits and inspections, while also allowing sufficient time to fulfil an administrative and management role at the same time.
